You should definately see a doctor to make sure you are okay. However, I tend to think that you are just a late bloomer.
If you really want to start having regular periods make sure you are not having any weight problems. If you are obese or too skinny, you will not only have a difficult time with your periods, but with conceiving a child in the future. Try to eat heatlhy and exercise regularly. Also, i should point out that some athletes will skip their periods all-together! So if you are overly active it can play a role in that too.

Go see a doctor immediatly. Having it twice over the coarse of 3 years is definatly not normal, your menstrual cycle should come every month. It could just be a hormone imbalance though.
Dont worry about being a late bloomer either, I believe girls generally get their periods between the ages of 12 and 16, but that doesnt mean its not normal if you get it earlier or later. Your mom had hers at a very early age!

Every flower blooms when it reaches it's peak. You really may be just a late bloomer or you may need to see a doctor. But you won't know unless you go. My period started at 17 and nothing was wrong with me. But I did need to get on birth control pills to regulate it because it was tricky. I was not sexually active so the pills did their job.

Not broken just a late bloomer. But just in case you might want to see a dr. just to be on the safe side. Don't get to worried maybe its just your a late bloomer.

You're Not broken lol, I know people who haven't gotten their period until they were 19 yrs old. You'll be fine but if you're really worried, then go to a doctor just to be sure.

If you have extremely low body fat, you won't get your period. Athletes often don't menstruate. Seriously, call your dr. You'll sleep better at night.
