The black velvet ribbon was the title. About a man whos married to a woman who wears a black ribbon around her neck. He keeps asking her about it. He sneaks in at night and cuts it off, and her head rolls onto the floor.

Oh yeah, I remember that one from when I was a kid.
I think I actually read it in a book of scary stories that I got from that Scholastic book club thing you do in elementary school.

That is the story of the wife of Rajeeb Abdullah Sakier.
He had his wife beheaded (quaint Islamic custom) because he thought his wife was seen talking to another man. It turned out the man was her father ..but to late Rajeeb had her head cut off!
That makes you want to run to the nearest mosque and convert!
Ahhh Islam the religion of enlightenment and love !
