This is a very interesting and difficult question. There are so many exceptions and grey areas that any answers can be a wrong one.
I fundamentally believe that a traitor is a person who did something that opposes to the underlying belief and principle of the US consitution. However, if he violates the rules and laws to uphold the fundamental principle and constitution of the United States, he is not a traitor.
But yet there are still so many cases that it will be hard to make calls.
For example, you pledges your loyalty to America. Does it apply to the government ? What if the governing body is violating the laws and the rights of the people in the US ? If you have go against that governing body, does it means you are a traitor ?
If you have exposed the wrong doing of a governing person or party, do you consider as a traitor ?
Say if some congressman or president ask you to kill someone because he vocally oppose to him, will you do it ?
If the military or CIA head order you to field test some biological/ chemical weapons on some foreign people, for the sake of developing new weapon to defend the US. Will you do it ? If you do, are you violates the Human Rights of what US values and always upholds. ? If you don't, aren't you not consider following orders and not "loyal" ?
One must ask him/her self what makes him loyal to this country.

A traitor is someone who either profits at the cost of the country,
Someone who hurts their country on purpose.
Things that are treason:
Selling state secrets.
Selling weapons or defense technology.
Tipping off other countries about tactics.
Accepting money from foreign interests for a vote.
Governments that govern in the best interest of anyone aside from the people of the country.
Essentially a traitor is someone who takes sides against their country.

A traitor would be someone who is working against the fundamental American system... working to bring it down, to hurt it or damage it.
By American system, I am referring to the constitutional rights, laws and civil liberties of this country. By this definition, Bush, and many republicans, should be considered a traitors.
Both of them have worked diligently to create legislation that violates the constitution and privacy rights of American citizens; thereby, undermining the American way of life. The Supreme Court has even recently been slapping Bush on the wrist concerning some of his unconstitutional executive orders.

A traitor can either be for good or bad.
For example, maybe you've had changed of hearts and decided to be good, and you betray the people who are hurting people.
It all depends on the situation.
