Why is it that I can't get my connection to utilize more than 34% of the network connection?

Because you are not the only user. Certain times of the day, weekends, holidays, etc. - the lines are loaded.

When you want to download on a dialup, try to do it in the early morning or later at night.

It's like taking a shower when someone flushes the toilet - water pressure is lower. Many users at one time = slow download.
