I am a big believer in your local community bank, these people understand what is happening locally and that people do fall on hard times. Most local banks also have an online application on their site so you don't even need to go in to apply. But if all else fails start online by typing in "apply for a bad credit personal loan in (name your city or state here)" but do not apply for a bad credit personal loan quite yet.
You don't mention what type of personal loan it is! Each type of loan requires different criteria when applying. A personal debt consonlidation loan is different from an auto loan or a personal loan for a boat or furniture. Some finance companies will want to know how you are going to secure this extra debt.
Eloan.com and moneynest are two companies that can deal in poor credit but I have to say again fix your credit problems first.
Why not see if you can repair your credit rating and raise your credit score so that you can at least get a little better interest rate. www.billsaddup.com as a number of articles you can read that are about bad credit and other debt reduction solutions.

The only place you can TRY is places such as American General, etc....or if it is a small amount you can try a cash advance place...however most loan places such as American General require some kind of collateral (such as a car) to back up the loan. If you have bad credit though it is going to be VERY difficult to find any sort of loan because lenders are not willing to take the risk (and most of the time they are right)

Try http://www.prosper.com. They allow web users to get together and loan money in aggregate to borrowers who need funds. These are 3 year signature loans, but the rate will be high if your credit is truly atrocious.
I have been known to loan money there. It really is a fine service.

Go to a mortgage broker they do loans too although mortgages is their biggest money maker. You can also go to Household Financial. They will lend anybody!

You shouldn't.
Why would anyone loan you money if you have proven you will not pay it back?
repair your credit, repay your obligations first.
