What kind of noise? Loud music, yelling, parties? Or is it just someone that walks heavy, creaking the floors, or someone with a small child? Depending on that, try talking NICELY to the people. If that doesn't work, if it's the middle of the night, start calling the landlord in the middle of the night. Then call the police. Calling the police right off the bat is going to cause problems. Probably will regardless, and if it's not a "noise complaint" like loud music, not much they'll be able to do. I'd threaten the landlord with an attorney, and having him pay your medical bills. Maybe he can move them to another apartment.

Have you went to your neighbor and asked them to keep it down?
If you are not the type for confirmation's,perhaps you could write them a note and ask them to keep it down or you will make it a habit to call the police, you would not have to sign it so you would have no worries about retaliation, or just start calling the cops on them.
When I bought this home I had some trouble with the neighbors playing Mexican music s loud I could hear it with the windows and doors shut, the a/c running and the TV going. This went on from about 11 in the morning until way after midnight some nights. I do work nights but I sleep in the day and need my sleep. I finally got fed up and went over to tell them o keep it down. None of them spoke English. Later that afternoon a man and a younger girl came to the door. She was the translator of the family apparently. I told her to tell him basically what I just said. He said that they had he right to play their music. I told him that next time I would call th police, he said no, call his landlord. So off we went with the police. Long story short, they no longer live there.
Just call the cops.

Get him back. Next time you go out of town, take a bowl, and place your phone in it, then place the bowl so that the top of it is flushly against the wall (the wall you share with neighbor), use something in the house to keep it there. Then take another phone, and call the phone in the bowl placed against the wall, and let it ring for the entire time you are gone. The noise from the ring will be focused right into there wall, and they will certainly be able to hear and it will drive them nuts for the weekend or however long you are gone.

There are laws against noise before and after certain hours of the day/night, usually 7:00 am to 10:00 pm. You can call the police to report them before/after those hours.
Otherwise, if your landlord isn't doing anything, it might be time to move. I've learned that if people are noisy, someone asking them to be quiet isn't going to have much effect.

Be careful about retaliation. You may not know who you're dealing with.
Have you tried to ask or use assertiveness skills if they are reasonable people. Say I feel ..... when you.....because.....I need ....
Just a thought. Remember, it's easier to catch flies with honey than vinegar. Just making them angrier isn't going to help.
Also, if you can afford it, start looking for another place. If they're jerks, they won't stop anyway.
