It doesn't matter. In fact, former Iowa coach Hayden Fry came up with the scheme many years ago when it was time for Iowa to order more uniforms. Since Iowa already wore black and yellowish-gold, he said, "If we want to play like champions, we need to look and play like champions(referring to Pittsburgh's 4 Super Bowl titles they had won at the time he made the decision to buy the uniforms)

Why wouldn't it be. In fact, when former coach Hayden Fry designed the new uniforms, he asked for and received a sample uniform from the Steelers by which to pattern it.

So if the Steelers didn't care, why should you??

They don't. Look at the helmets. Iowa has a hawk decal on both sides of the helmet, while the Steelers only have the steel emblem on the right side of the helmet. Do your homework.

Colors don't matter there are more college teams wearing the black and gold than just Iowa. Teams don't own the colors they own the name and symbol.

Watching Navy play Notre Dame is REALLY hard. They both have blue uniforms (though sometimes ND is green) with plain gold helmets. So, I doubt Pit-IU is illegal.

If one is a college team and the other a pro team, what does it matter?

Not it is no illegal. Why would it be? One is a college team and the other an NFL team.
