Yes. But then we need to eliminate the patronage system that installs our Ambassadors. Currently, the President can just stick anybody he owes a favor into an Ambassadorship. It's no wonder our foreign policy is such a joke.

Foreign Service personnel spend 28 years in the State Department and at the end of that 28 years they are out unless they get appointed to an Ambassadorship, which of course is what they have trained and worked for their entire lives...only to see some good party contributor walk into a job for which they have absolutely no training or experience.

Might as well start appointing Generals the same way.

Hey, we already have seasoned statesmen who are, by and large, the cream of the crop. What would be the point of starting over?

Only if the legislative branch gets real and puts true diplomats in place. Otherwise no.
