What gives them the right to charge me for a service that I may not use.I.E a bill at the begining of the year when anything could happen.

Water rates are worked out yearly and then divided into quarters,cable bills include the telephone so you get a basic bill for the cable service with charges for phone calls and extra services used(on demand).

Why should i have to pay more than my yearly water rates to have a meter installed(more profit for the companies)When the law insists that water boards install meters in all new builds.I would gladly have one otherwise.
