On a PC, how do I set it up so I can eject it safely?

Look for an icon like a flash drive in the bottom right of the screen. Hover over it and a list of devices will come up. .choose the one you want to eject and click. If after a short while it does not say it is now safe to eject then this is a known problem with some systems. Go to your help and support screen and type "safely eject hardware" or similar in the search box and look up some of microsoft's fixes

At the tray (that row containing icons at the bottom of the screen), there is that small icon of a gray box with a green arrow. Doubleclick on that icon and a small window will be open. Click on STOP and a message "Safe to remove hardware" will be displayed as a call-out from that icon. You can then remove the flashdisk. An error message of "The device cannot be safely removed at this time" means you opened a file stored in that flashdisk that you have failed to close. If there is none, the flashdisk might be infected and the virus has latched on to the system. Scan it with an antivirus program and see if you can remove the virus. If there is no virus, shutdown or restart your computer and as the system completely shuts down, you can remove the flashdisk.

on your start bar, in the right hand corner, you will see a little icon, looks like a Grey thing with a green arrow around it. Right click on it and it should say...safely remove hardware. click that and you are good to go. Also, if you open my computer and find the usb flashdrive in question and right click on it, there should be an option to eject, right under format. That will do it too.

PinkStealth is correct, but the icon may not be visible. The icon - Safely remove hardware - will appear when you click the (<) button to 'show hidden icons'.
