It is impossible to truly relate the qualities of colour to a totaly blind person - even those of us with full vision have trouble communicating the true nature of all colours - think of every colour you can and you will see the words we use to describe them are very limited, we can see hundreds of shades of red but we would mostly only say, light dark, pale, bright before we had to start making comparisons to other thinks.
If you like try to relate them to other sensations the person experiences, so blue (a cool colour) can be related to touching ice, green can be related to tasting mint, yellow to the warmth of sun on their face etc.
This will give a sensation of some of the physical qualities of the colours but not the visual ones

I do not see how that is possible. If a person has been blind since birth describing anything to them can be a challenge.

Associate colors with smells and textures. Maybe take them to the ocean and let them feel the tide and smell the sea-water. That could be "blue" for them.

You whisper Blue in thier ear while you hold there head under water and say "sorry your face is turning blue". Maybe take there face and shove it on the electric grill and go guess what "your face is red now"? What kind of question is that?
Your next question should be for help, you need it.

I've always wondered this question. I would assume all they can "see" is black since when we close our eyes it's black. Then think of an opposite and that'd be white. I like what mona said.
