Without knowing the context there's no way to know what the phrase means, if anything. Most people have ten toes, so there's nothing unusual about the reference. There is an old English phrase, 'to ride Bayard of Ten Toes' or sometimes 'to ride Ten Toes' for short; it means to walk on foot. Sometimes at childbirth a nurse or family member will report 'ten toes' to indicate that the child appears to be healthy and normal. It might also be a variant of 'hang ten' - a surfing term which means to ride with the ends of ones feet over the edge of the board.
