I've looked into this and I'm sorry to tell you there isn't an easy solution.
Shaving won't make it worse or make it change colour, but it will make it more obvious as it grows back, because it will have blunt ends. That will be especially obvious to anyone who kisses you, as the ends will prickle.
Anything which removes the hair by the root - waxing, laser, IPL, electrolysis - can make the hair darker and stronger, because the stimulation can trigger the roots to start producing real hair instead of peach fuzz. This is the opposite to normal hair, which is usually weakened by these methods. I went to an electrolysist once, and she had one client who'd had laser on her face to remove peach fuzz, and the result was that she developed dark hair all over her face. So the electrolysist was now getting rid of it, hair by hair!
Your only option is depilatory cream which is pretty high maintenance.

Have a professional wax at a salon. There are cremes that you can use after the wax that will stunt the growth. You will have to have this done a few times before you notice that the hair will slow down and not be so thick. Ask the person who does the waxing about the cremes and if you can purchase a bottle.

Go to a high end cosmetic counter...I'm not talking Rodeo DR...
but a place that actually has people who know what they're doing and they can help you. Whatever you do don't shave it. No it won't grow back black, just don't to it. If you can afford it go to a dermatologist to have it removed. It will be a simple procedure...just don't do anything that may harm your skin. Waxing may be OK, but check with a professional first

DO NOT SHAVE. any woman who has ever shaved their legs knows that when you shave it grows black and hairier. I find waxing is the best way or the new Laser technology. The things you buy in the drug store that advertise great for eyebrows and facial hair are most likeley thin razors on a stick so be carefull. Good luck and hang in there

They now sell buffers(hand held, non battery operated) that you use to just rub the hair away, or there's the option of waxing. Check in your area for a local beauty college , they usually can give you an idea of what's best for your personal case. Good luck.

go to the cosmetic section of Wal-Mart or your local drug store and get your self some waxing strips. You can get little boxes of them, I think Sally Hansen may put out some of them. Once you get used to it it is not too bad. And it does not cause your hair to grow back in dark. Your age and hormones do that

removing facial hair will most likely make it harder to deal with because it will come back darker. i suggest facial bleach to make it invisable or less visable. if you really want to remove it use nair facial hair remover. it works great! i use it on my eye brows. i hope this helps!
