Does that mean an unconfered degree? Candidates can get failed and to repeat the final year again in Universities?

It means the degree has basically been earned and all that remains is some comparatively minor, probably bureaucratic, criteria to be satisfied.

A degree in progress.
Still waiting to complete, to process and be offiicial.

You could have enough hours but not have minimum GPA/QPA. Or you could have borderline hours pending a passing grade in this semester's work.
