for now take the crank off and use a pair of pliers to turn it
it's prb stripped ask your local hardware for replacing

The locking mechanism is not working properly. Remove cover if you can, repair, then before replacing cover try to roll it down again. The problem is in the fastener that joins the handle to the "crank".
