What are the united states customs issues when buying shirts from china wholesale?

If I were to order shirts wholesale from china would there be customs fees and delays? Is it even legal to buy directly from chinese manufacturers and companies? Thanks for your help.

Do not buy imitations or shirts with brands not authorized by the patent owners. Take note of the minimum number of items that are allowed to be purchased based on the documents approved in your favor.
