I am a web developer too and I have been getting projects on www.guru.com. They have three levels of membership, free, quarterly, and annually. I had free membership for a little while and then I switched to annual membership. Their annual membership costs about $288 for programming/design category. I made even in about 2 months. Maybe you can give it a try.
