Like a NEW New Orleans? Well, one thing is that to uproot a town of that size would be amazing expensive, think of everything that would have to be moved; all buildings, streetlamps, graveyards and tombstones, business places, personal homes, monuments... etc, etc...
Much more cost effective to try and keep up the current levee system and keep the forces of nature at bay, even though, like you, I think it's ultimately futile. I think eveybody just hopes the that the levee system doesn't fail in thier lifetime (a failure worse that last year's, that is), just make it last long enough for the next generation to worry about.
EDIT: At atm's answer: LMAO!!!!

I don't know but they need to do something drastic, since New Orleans will be under water in the next 100 years...as it continues to fall below sea level.

I don't think it's possible but I do feel bad for those people who are still struggling and having such a hard time getting back on their feet.
