Clean it.
Lime will kill maggots.... you can get it in powder form, wherever canning supplies are sold. Sprinkle it liberally in the fridge to kill the maggots. By the way, I'd drag this thing outside.... After the maggots are killed, hose it out, and dump everything inside the 'fridge into the trash.
Then follow up with a cleaning of 50/50 bleach and water in a spray bottle...this will kill any mold/mildew ready to grow in there. If youve got maggots...you can expect mold/mildew next.
Wear some good gloves when cleaning... I dont mean expensive, but chemical resistant, when using the bleach, or handling the trash that has Lime on it. You can find these at your local hardware store... they look like the more common vinyl gloves used in the kitchen, quite often. Also use a dust mask with charcoal in it... these come in a pack of 4 to 6 at the hardware store too... and will help keep you from smelling the contents of the refrigerator.
Hopefully, you have not refunded the security deposit yet.. and can deduct the cost of cleaning, and supplies. I doubt you would be able to charge for a whole new refrigerator, because you left the place uninspected after the utility was shut off.

DO NOT THROW IT OUT! As long as the fridge works, just clean the crap out of it and clean it down with COMET Powders and rinse. Let it air dry and throw a Open Box of Arm and Hammer baking Soda in the fridge for several hours (24 to 48 hours then prop the door open to keep out any musty smells.

THROW IT OUT -- because you will never be able to recover it from this mess. Take the cue from those of us who survived Multiple Major Hurricanes since 2004 (and I definitely did) -- if it is not running and plugged in, or thoroughly cleaned and emptied --then it needs to be put OUT for the Trash Hauler because that is the ONLY good it will do at this time.
SORRY for the mess. But this is the Unfortunate truth.

Yes you have too. Its a done deal. I hope you got a security deposit. But yeah, Bugs, eww, would you like to store food in something that had bugs in it once? NO. So get rid of it, also, seems unhealthy and infectous. So to avoid any future complications or being sued by next tenant, let it go

eeeeew. i am so sorry, but if i were you? i close the thing, drag it outside, and hose it down. that is sooo disgusting. how irresponsible is THAT? you should have yelled at her. then again, i dont know the full story. i know i would have yelled at SOMEBODY. that is disgusting. if you cant get em out, i'd definitely look into tossing it.
