You don't need to be a US citizen to apply to a university. What she needs is to fulfill all the requirements for the application, and she should do this from her country of origin, which is Mexico. She should be ready for a very competitive process, since US universitites receive tons of applications every year. If she is admitted, then she can apply for an F1 student visa, which enables her to enter the country legally and study. Do not take shortcuts on this if you are serious.

if she is not a citizen of the us then you or her should go to a government website and see about applying for a visa for her

get her a student visa so that she will be able to stay in the u.s. That way she won't be here illegally
