The National Oceanic and Atmospheric Adminstration is in charge of the National Hurricane Center which determines the names using an alphabetical order. Here is the link to a page written by one of the support organizations which describes the past names and talks to that process.

Alphabetically and they never name two the same i don't think...

Not exactly sure, but I know they go alphabetically
