Lansing is located in Michigan because it is in the center of the state. It used to be Detroit. When it was moved, it was moved to farm land.

State Capitols are usually located as a result of extensive political activity. Every city wants to be the capitol, so they all fight for it.
In Iowa, the original capitol was in Iowa City, because the state settled from east to west and they needed a capitol in a populated area. Once the state was fully settled, it was agreed the capitol should be somewhat more near the center so it was moved to Des Moines.
I was once told Juneau, Alaska was deliberately put in an out of the way place to make it hard for people to get there to cause problems...
It is not always the biggest city. New York is an example, since NYC i the biggest city, but the capitol is located more near the center, which is very common.

This varies from state to state. Kentucky, for example, chose Frankfort because it was located between the states two largest cities. It is a very small city today.
