Most women masturbate by stimulating their clitorises, not by penetrating their vaginas. Although some women do find penetration pleasureable, almost all women find proper clitoral stimulation more pleasurable.
There are only a few things you need to know before you begin. Always be sure to trim your nails and ensure they are very smooth before touching your genitals. The smallest little point on a nail from a snag can cause you to scratch such tender areas. Also be sure that you wash your hands well, including getting all dirt from underneath your nails. You don't want to get any sort of infections. Also always be sure that you use plenty of lubrication when exploring your genitals. If you are not excreting enough, or getting wet enough, in other words, you can always spit on your fingers instead.
When first exploring your body, a mirror can be very helpful.
Finding your clitoris is not hard--and you should feel lucky, the clitoris is the only part of the body designed soley for pleasure, it serves no other purpose. Lay on your back and bring you feet up to your butt--this should allow you to easily reach your genital area. Allow your hand and arm to rest comfortably on your hip, and relax. Many women enjoy playing with their breasts and nipples before genital contact, you need to do whatever feels best to you to get you in the mindset. Once you are ready, place your finger inside your labia. You'll want to sort of point your finger and allow it to be a bit stiff. Gently drag your finger over your entire vulvua and inner area. You say you are not comfortable with penetration, so don't think you have to, but it is nice to know where everything is, so feel free to explore around and locate your vaginal opening, it will feel like a hole, for lack of a better term. Your urethral opening is directly above it and you should never insert anything into your urethra; this would not be an easy task since the opening is so very small, you would have to try very very hard to insert anything into your urethra. Travel upward inside your labia gently with your finger until you reach the top of your labia majora (or outer labia). This is the general region in which your clitoris is located. Take your finger and gently trace small circles in the area until you feel a smooth, hard nub. It should feel very different from the surrounding tissue, and might feel like a small marble. This is your clitoris. It is surrounded by a clitoral hood to protect it from too much direct stimulation, but your hood will be pushed back when blood begins to fill your clitoris when you become aroused, or can be pushed back by your finger.
Once you have found your clitoris, the work is done. You can lay back, relax, and try stimulating it in different ways. Small circles are nice, as is just rubbing in an up and down, or left to right motion over it over and over again. Just experiment and keep doing whatever feels best. Once you find a method that feel really good, keep doing it until you are tired of masturbating, or begin to feel a pressure building up in your body. This is how most women describe the feeling as an orgasm is building. Not all women have orgasms, and you will not automatically know what will cause you to have an orgasm, but the only way to find out is through experiementation and exploration. If you do have an orgasm, you will definantly know it, and that is generally the goal of masturbation for most women.
I know this contains a lot of terms, so below there is a link to a very helpful website about sex for teens as well as a diagram of the female anatomy.
I just want to congratulate you on having the courage to ask about this topic. Masturbation is a wonderful thing that so many are too shy to talk about. It is the absolute safest form of sexual release and doesn't expose you to the risk of any of the countless STDs out there and cannot get you pregnant.
Have fun exploring!

Anything that feels good is generally considered safe. Not all women like insertion.

Oh my gosh, I can't believe I'm revealing this! I've always just laid on my tummy and rubbed ap against something, like a pillow. Some people would call it "humping" I guess. But it sure feels lovely!
