suppose that the probability that tomorrow will be a rainy day is 0.38 and the probability of it being windy tomorrow is 0.31. also the probability that it will be rain and be windy tomorrow is 0.09

what is the probability it will be windy or rainy or both tomorrow?

Attack the problem this way. Using a Venn diagram, you will have to intersecting circles..One for Rain, one for Windy, and the intersect that denotes both rainy and windy.

From probability theory we know that the union of two events is computed using the following expression:

P(R or W) = P(Rain) + P(Wind) - P(Rain * Wind)

* means "and"

From your data:

P(Rain) = 0.38
P(Windy) = 0.31
P(Rain*Windy) = 0.009

Substituting:

P(Rain or Wind or Both) = 0.38 + 0.31 - 0.09 = 0.60 or 60%

1 - (1-0.38)*(1-0.31)*(1-0.09)
1 - 0.62*0.69*0.91
1 - 0.389298
0.610702

Basically, it is 1 minus the probability it won't rain or won't be windy or won't be both.
