My friend wants to have a site like mixxer.com. he does mixing and makes ringtones.

I would put the proposal on Rent-a-Coder and see what bids you get. Putting your project on there is free, and it's a lot like eBay in reverse. People bid on how much YOU will pay THEM, and like eBay, there are ratings for both coders and buyers so you can gauge reliability based on past performance.

Charge a rate according to the time you are going to put into the project. If it takes you 30 hours to do the website, he/she better be paying you MIN. $600 (friendly rate of $20 an hour for your services). If it's just a simple "geocities" type website with simple features charge a case of beer and a nice dinner (fast food is not nice)

I would charge well over $10,000.
That's before SSL, Payment Processing, Copyright Issues, hosting (lots of disk space and bandwidth), etc.

That site has multiple databases, loads of media files, and will have to send those files via SMS.

If you're just hiring some fellow to build your web site, expect to pay 20-30 dollars per hour-but make sure to get some references.

I would charge 250$, but it depends on the site and what you want on it.

I would charge around $500 for that type of website. That all depends mainly on content though.
