You can't. A mixed fraction can only be used if the quantity is greater than 1, because it involves a whole number and a fraction, like 2 1/2. An improper fraction for 0.04 is 4/100, which can be reduced to 1/25.

That's impossible. A mixed fraction has to have a whole number, not a decimal. You can turn 0.04 into afraction though. The fraction would be: 4/100 ( which can be reduced to 1/25)

It would just be 4/100, not a mixed fraction. It would reduce to 1/25 since both the numerator and denominator can be divided by 4.
However, if it were 1.04, it would be 1 4/100 or 1 1/25.
