1. NOT the USA, I think it's probably Sweden or Norway

3. Probably the US. At least involved in the most wars (through covert operations), especially if you include drug wars, economic battles, and influence through the World Bank and Multinational Corporations, (which, by the way, are usually the root cause of the wars in Africa).
4. The neediest is really irrelevant, now isn't it? IT's not like they would have anything to give if they could. It would only matter if they are being supported for some alternative purpose which threatens someone else. (for example, some small desert country that is only supported so that it can be used as a launch platform for missiles, when it otherwise wouldn't exist)

USA gives the least percentage of its GDP to charity or aid out of all the Western nations.
The UN and the OECD keep pointing this out. There was an article about this in the USA TOday too. Canada and the Scandinavian countries are the most generous
I cannot beleive someone would say America because the congress itself admits we give less!
As far as peaceful, well guess who makes the weapons and is #1 exporter of armaments: USA
