If you are learning from either one of these places then you are not learning spanish. You would be learning American-Spanish same with American-English. The true Spanish is from Spain not from neither Central America nor South America. No offense to anyone but if you want to learn Spanish you should go to Spain.

Are you considering going there to live and learn? Either place can be great for learning Spanish. Immerse yourself in the culture and language and you will learn quickly.
Be sure that it is a safe area. Some of the cities may not be safe. Investigae that carefully. I lived in Mexico and learned Spanish. Any place would provide an incredible experience for you.

To answer you question and not tell you how wrong you are, Guatemala. They have schools everywhere. You move in with a family and go to school and it is extremely cheap.
