ive tried scrach remover and disc dr.'s

i don't think you can fix them after they have been scratched

Get a smooth cloth and get it lightly damp. Softly wipe from the center of the disc out. Wipe the whole disc about two times. Dry it with your breath or a blow dryer on extreme low. If this doesn't work you have to replace it. Go some were like EB games were you can trade in the broken one so you can get a used one for even cheaper. Try buying one of the covers were you can put it on your discs so they cant get scratched and you can still put the disc in the game holder. Oh ya don't use toothpaste I've never heard of that and its crazy. Your most likely have to replace it if scratch remover didn't work.

Try toothpaste, it fills the cracks. If it doesn't work - your disc might be useless.
