I went into the Oregon DMV and this is what is says:
A Class C Non-Commercial instruction permit is valid twenty-four months from the date of issuance. Instruction permits are not renewable. If your permit has expired and is expired less then one year you can re-apply for an original instruction permit and pay the original fee. If your permit has been expired for more than one year you will be required to successfully complete the knowledge and vision tests and pay all applicable fees.
If this is what you have it looks like you can renew it without taking the written test.
