It is hard to say. Ukraine has some great players such as Shevchenko and Rebrov. Shevchenko IS one of the best strikers in the world, but that is because he constantly has people feeding him the right passes. Watching Ukraine in the World Cup.. that didn't happen. He didn't have all those nice thru passes to him and therefore not much happened.
England on the other hand is loaded with world class players. But watching them in the Cup, they also didn't get much done. They had to rely on Beckham's free kicks.
But I think that at full health, England would beat Ukraine just because England has world class players on offense and defense and Ukraine just compete.
