Find a school near you & get a job with a builder, Start as general labor. School is great but "on the job training" is sometimes the best way to really understand what you need to know. I've worked in the construction industry for almost twenty years. I learned more from doing the work then from any classroom training. If you can read a blue print that's great but if you understand the time and effort and what is truelly needed to do the work, you'll be a better boss or owner of a business.

You need good basic math skills... (I assume you can read and write, since you posted ;) .. but if you can't, you need those too )
Places to look for training... Vo-tech schools usually offer a shop class... take it. Even if its not "building houses"... any carpentry, print reading, basic tool/machinery handling skills are good.
Check with your local Union, for training, and apprenticeships.
Last but not least... work for a home construction company...and learn all you can from them. As someone else pointed out, you might be able to find work with a company building currently in New Orleans, but do not be discouraged if they say they need experienced builders there, not trainees.... ALL construction companies need someone to do the clean-up, simple chores, and repetitious 'grunt' work...its a way to learn too.
Good Luck!

Right now New Orleans offers a great place to get on the job experience at an exhaustive rate, to be applied to subsequent formal training. Might give you an overall edge in learning to apprentice with the construction trades down there.
