My problem is people called him chuck, but his name is charles and has a pretty common last name, please tell me calling every chuck and charles soandso between washington and florida is my option.

Why don't you ask your mom some more information about him and see what she says. She may know where his parents are and that always helps. Looking for a Charles Smith would be a nightmare without a date of birth or knowing anything about him which is what you gave us to work with. Also keep in mind, nothing in this world is free anymore. There are some searches that may produce something but no guarantees on freebees or even paid ones.
