It was episode 4F22, "The City of New York vs. Homer Simpson." I don't recall the season number but it first aired in 1997.

No, they didn't. Fox has a bad habit of showing the new, less funny episodes rather then showing the very funny older episodes. This episode was not taken off the air because I saw this episode no more then a month or 2 ago.
