My current employer is not claiming all my hours on the payroll. This has happened in the past, but recently he has shorted my paychecks by 14+ hours.

Do you have any concrete proof of this? Go over your employer's head with the HR (depending on the company) and show proof with the hours you've worked, and the paycheck showing the shortage of hours... if that doesn't work YES! Seek a lawyer fast!

You should ask your employer - supervisor and HR. Take notes of your discussions, dates and times and their answers. Be prepared to have some support, either through records you have, gate times, fellow employees. After that if you get no satisfaction, then get an attorney or the Labor Department as another replier mentioned. If they are doing it to you, possibly they are doing it to others.

Don't see a lawyer yet. First talk to your boss to see if they can fix it, if they don't, call the labor department. Also be able to proove and document your hours. Use a lawyer as your last resort.

I'm thinking you're not in a union or anything...
tell the bugger you want the balance he owes you..in cash...actual pay per hour. And then you're going to the labor board. And then tell your dad.

Call your state's Labor Commissioner. They are the ones who advocate on your behalf and you won't have to pay them by the hour to do it.
