You must remember this, a kiss is still a kiss, a sigh is still a sigh...
Little notes (needn't directly say anything about love), glances, a touch of the hand -there are so many ways to say "I love you" without using those 3 words.

Sometime action speak better then words. Maybe instead of just saying I LOVE YOU all the time you can just show it sometimes by doing something special for that person. You can always say You're special to me or I admire u instead.

Being there in support of the person you love. Be it a quiet support, or whatever they may need at the time. A gesture, a gift, a gentle caress.

By paying attention when you are out shopping together, when your loved one says " Oh, I just love this vase"! You go back later, and buy it for them....and give it as a present....(!).
