Of course your urine does not rise in temperature due to your being in the ocean. Since you are a female my speculation is that your vulva has become irritated by the ocean water and when you urinate, the urine flows over the already irritated tissue and feels "super hot" as you describe it.

Because your skin is cooler when you get out of the ocean because the water is cool. And since your pee is about room temperature, it feels hotter when you touch it.

The temperature of urine leaving the body is usually around 98.6 (normal body temperature). It just seems warmer because your body has adjusted to the lower temperature of the ocean, and has lowered the temperature of your skin.
