Drought conditions have created gaps between soil and basement (foundation) walls; should these be filled at all, if so, with what? We heard that newspaper should be used instead of soil....

Use water and run it until it stands all around your house and then do it again after 2 or 3 days. Your foundation will crack if you don't and then you will have a mess. Soil and paper won't help the foundation a bit.
