Assuming the speed of the bird is faster than 40Km/h.

The bird does not have to keep flying at 40km/h once it is inside the bus. The reason is the drag / air resistance. When the bird is outside the bus, there is huge air resistance against it. Once it enter the bus, the air inside the bus can be very still. So the air resistance drop hugely and it dos not need to fly fast.

Whe the bird was in the bus before it start: Once the bus start, the bus also carries the bird to the speed of 40km/h. The bus gave the bird of the kinetic energy and momentum as it is standing inside the bus. The bus and the bird is same speed.

When the bird takes off inside the bus, the bus is only so long, therefore, it has no space to travel.

it can not fly because the air inside the bus is moving at the same speed.
