Theres no air on the moon you wouldn't be able to breathe. And there's no gravity on the moon so technically NO. you wouldn't be able to have sex on the moon.

literally speaking no you cannot have sex on the moon (no gravity to keep you down on the actual moon) but figuratively speaking yes you can.

You can have sex if you're on the moon in a spaceship. But if you were ***-naked on the surface, I think you'd die before it gets good.

Inside the LEM maybe but not on the surface unless NASA works on the technology. Problem is if you're hetero, it's unlikely they will send up a male-female team. If you are gay and can convince NASA to send you up with another compliant gay guy, you may be in luck.
