No matter what condition your toolbars are, you can use your keyboard to get the tools menu. Don't look for an icon, it is a menu along with File, Edit, etc.
Use your keyboard and press Alt-T, Then you can click Internet Options.
Another answer had good ideas about how to fix your toolbar, but didn't describe it very well.
Go up to your toolbar and right under the title bar, the first toolbar has a vertical raised divider. Click and drag that raised divider bar down to place it on a second row of tool bars. Continue doing this until all your toolbars are on separate rows. You should have some open area at the right of some of the toolbars. Right click in that area and choose the toolbars you want to use. I like Standard buttons and Address Bar.
Lastly, arrange them the way you want them. I like the menus at the top. It is the one with File, Edit, View, Favorites, Tools and Help. If you right click on the right open area side of a tool bar (not the menus) you will have an option for Customizing the toolbars. Take things off that you don't use.
Have a good time making your Internet Explorer what you want it to be!

OK I'll try to guide you to find or restore the Tools option
Go to the tool bar where it should be and right click a blank space. A sub menu should come up with Tools on it > check (click) Tools. Also, make sure STANDARD buttons is checked. If it isn't check it.
OR
On the toolbar where Tools should be look for a little double side arrow and click it. If you see Tools in a drop down menu that means it has just been squeezed out of site. You can broaden that tool bar so that it shows by sliding the little greyed out divider to the side until you see the Tools on the bar.
After you get your Toolbar exactly the way you like, right click an emptly area on the toolbar and select Lock the
Toolbars
