Actually, it's a separate crime but equivalent. See 2 U.S.C. § 192.

The general definition of perjury is defined (at the federal level) under 18 U.S.C. § 1621, but applies only to sworn testimony or presentation of documents signed under oath.

Anytime you lie under oath, it's perjury. Clinton was impeached for it. Bush won't be though because the Republicans in Congress kiss his "you know what."

You are correct in your assumption. It is apparently illegal to do blanket wiretaps as well.
