well let's see: windows 98 was first offered for sale in 1997, and now it's 9 years later. Microsoft included drivers for the then current hardware. But over the years new hardware has come along, and windows 98 doesn't know about their new drivers. It's very frustrating when you try to install and cannot. If you have a good reason for sticking with win 98, you'll need to discover which piece of hardware isn't being configured and then try to find the drivers online. If your only reason is because "win98 is the best OS ever offered", you can try to find the drivers OR you can upgrade to a more modern OS. BTW, upgrading to winME is an upgrade in time only. It is an inferior alternative to win98. Windows 2000 has a few years life left, and is worth your consideration. Or you could be really brave and try Linux... Ubuntu is good for a beginning.

Good chance you have failing hardware in your computer or your installation cd is bad (scratched, fingerprint, etc...)
Check the bottom of your cd and make sure there are no scratches or fingerprints.
If it is not the CD it's possible it's a hardware problem. The hard drive may be failing or maybe even memory or any other component. You'll have a difficult time getting it checked by a computer shop since they won't support Windows 98 anymore.
Download and burn a copy of the Ultimate Boot CD. Once you get that booted up run a "Drive Fitness Test" on the hard drive and make sure it passes. If it does not you have a bad hard drive that will need to be replaced.

is it an oem or copy had same probs before but would highly suggest un hook everything and reseat all connections I have had to do that before trial and error it if possible borrow someelses dic if reseating will not work u can use your key

I guess there is a hardware in your computer that doesn't match with system of win98. Check the manuals.
