This can be written as:

(32/8) * (a^3/a) * (b^2/b^2)

The rule for dividing exponents is you subract the exponent in the denominator from the one in the numerator.

a^3 / a = a^(3 - 1) = a^2

b^2/b^2 = b^(2 - 2) = b^0 = 1

Therefore, (32/8) * (a^3/a) * (b^2/b^2) =

4a^2

You divide the numbers so...32/8=4 and you subtract your exponents a^3- a= a^2 and b^2-b^2= 0 (so drop the b) and you get
4a to the second power
