Every state is different but most cover any child under 18, even if the parents have insurance but it would be too expensive to add the children. It is often based on the parents income and the family size. Every county has a social service office to help you apply.

Yes there is but the income requirements vary from state to state.Contact your local Department of Human Services for your state and they can tell you the requirements and what sort of paperwork you need.In New Jersy a monthly income over 800.00 disqualfies you for Medicaid.

Yes. Eligibility requirements are different in each state. The U.S. Department of Health Services has a web site that can be helpful with explaining eligibility. It's not always up-to-date, but it's a good place to start: http://www.cms.hhs.gov/MedicaidEligibility/01_Overview.asp
And this web site will let you know what type of benefits you may be eligible for in your state: http://www.benefitscheckup.org/

Oh yeah. Especially if your family is recieving government assistance such as food stamps. Or if the child is in foster care. Or anyone over the age of 18 who has no income.

Yes, especially for children that need medical insurance and the parents can not afford it. Even for adults that have a limited income.
