D.C. is a non-state area, between Maryland & Virginia. I had trouble with this very question when I was a kid.

It's not located in any state- it's a politically independent area. In fact, because it's not a state, its residents couldn't vote in presidental elections until the 60s!

There are places like that all over the word. Take the Vatican (ya know where the Pope lives) for example. Technically it is in Rome, but it really is not. It is it's own entity called "Vatican City".
