I wouldn't think so if the bike is definitely an off-road vehicle not equipped with a headlight or tail lights.

But I'm not a resident of Virginia, so I can't claim to be completely knowledgable in this regard.

Check your states DMV. Do a web search "(your state) DMV".
In my state, dirt bikes and quads should be registered (license plate). Just to prove to a cop that it isn't stolen. And if it's registered, a cop cannot impound your bike when riding in illegal
areas. Just give you a ticket and tell you to get lost.
