Huh? Can deaf people make jokes? Sure, half the words in ASL are jokes! Can people make jokes about deaf people? Sure, they can make jokes about anyone.
If you're making jokes about deaf people, make sure they're either in good taste or make sure no deaf people are watching, or you might get a sign you'll recognize.
If people are making jokes about you 'cause you're deaf, well, it happens. Consider the source if they're in poor taste. But there are some funny things about being deaf, aren't there? There are some funny things about being anyone.
It's when people hurt each other with jokes that it's a problem. Some people are way too insensitive, though, and some are way too sensitive.

Laughing at the deaf is fair game.
I'm partial to sounding air horns behind them.
The kids get a kick out of it.
