I lived in Mexico for a year and lived with Mexican families. I am fluent and spoke extremely well 16 years ago when I first came home from Mexico.
In general the language schools in Mexico are very good. Do not hang around other English speakers. Try to meet as many Mexicans as you can and become friends. You will not be as fluent if you speak English all of the time when you are out of class.
You will find volunteer work. Contact the Rotary Club there in Guadalajara and they can help to direct you. Perhaps someone at the school can also help you.

I studied at CEPE in Guadalajara for only 6 weeks one summer and became fluent. The key is to immerse yourself in the culture as much as possible- meaning only speak Spanish while you're there, stay away from English speaking people, and try to live with a family.

As far as volunteering, I volunteered at an orphanage. There will also be many other opportunities. Contact your school there. They will have ideas.

Buena suerte!
