It's the farting noise made with the lips and.or tongue. It the middle of thte last century, it was a way to show displeasure at someone to "give him the raspberry."
It was considered so rude, that it was often censored out of a movie.

It's when the baby closes her mouth loosely, but sticks her tongue out through her lips and blows. Sounds like "ppppplllllltttttttttt" and generally accompanied by a lot of drool. :)
